Barnsley's Victorian town park on Park Road, given by Phoebe Locke in 1861 and best known for the listed observation tower of 1877 that stands on the high ground with two viewing platforms. There is no lead requirement here: Barnsley's borough-wide dog control PSPO asks only that you clear up immediately, carry a means of doing so, keep out of the fenced play area and put the dog on a lead if an authorised officer asks. The circuit takes in the bandstand of 1908, the bowling green and the tower field, on tarmac paths that climb gently from the Park Road gates. Open dawn to dusk daily with its own car park, and there is a cafe and public toilets on site.

THE SMALL PRINTBarnsley Council publishes no site-specific dog rule for Locke Park; the borough-wide dog control PSPO is what applies. Its conditions are: "You must remove your dog's faeces from any public open land across Barnsley immediately", "You must put the dog on a lead when requested to do so by an authorised officer", "You must keep a dog on a lead in a cemetery", "You must carry suitable means to remove any dog fouling", and no dog may be taken into or kept within a fenced or enclosed children's play area. Fine up to £1,000.
